The proposal of Alderman of the City Council Social Services of Santa Cruz de Tenerife to incapacitate the municipality's indigent mentally ill has generated some controversy. Legal experts see little viable this formula and suggest that if the aim is to care for these homeless people and provide appropriate treatment is not necessary to this litigation.
